Electricity Market Competition in Victoria

The Australian electricity market has been undergoing a process of deregulation since the late 1990s. The first step was to establish a national electricity network {{citymarketintro4}} in one state to be delivered to customers in other states.

Another stage, which occurred sooner in some states, was the dividing up of state owned monopolies into several competing entities and then privatising them. In an attempt to produce a greater amount of competition the market was separated into two levels

  • Energy Distributors
    Distributors manage the delivery of electricity to customers' premises , and they own and maintain the powerlines and poles, and don't engage directly with customers.
  • Energy Retailers The retailers have all the interactions with the customer. They sell the electricity and manage the billing. Each state has between 1 and 3 distributors and up to 30 retailers.

On 1 July 2008 , the Victoria market was fully deregulated. This meant that customers could change to a provider that had cheaper electricity prices.

Electricity in Victoria is provided by five distributors

    AusNet Services distributes electricity to the eastern outer & northern suburbs of Melbourne and eastern Victoria.
  • Citipower
    Citipower supplies electricity throughout Melbourne City and it's inner suburbs.
  • Powercor Australia
    Powercor provides electricity in the western Victoria and western suburbs of Melbourne.
  • Jemena
    Jemena distributes electricity to the northern and south-western suburbs of Melbourne.
  • United Energy Distribution
    United Energy supplies electricity in the Mornington Peninsula and the southern suburbs of Melbourne.

Tips for reducing electricity usage and lower your bills

Here are a few easily implemented tips for reducing household expenditure on electricity

  • Wear clothing that is appropriate for the weather, instead of turning on the heater (jumper, booties, warm socks, beanie).
  • Turn your appliances off at the power point when they're not in use.
  • A cheap alternative to an electric blanket is a hot water bottle.
  • Use your clothes dryer less frequently. Instead, dry the clothes outside or alternatively, use an indoor clothing rack.
  • Minimise draughts. Prevent cold air or hot air entering or escaping through gaps under doors and around windows by using door snakes and gap seal tape.
  • Stop the sun over-heating your house by closing blinds and curtains in rooms that the hot sun shines directly into.
  • Close doors to areas of the house that aren't in use, so you just heat or cool a smaller area.
  • Use less lighting by making use of the available natural light.
  • Minimise the use of air conditioning by opening windows at night to allow the cooler air in, and then closing them in the morning thus keeping hot air out.

It's okay to change your mind because your new gas and electricity provider has to give you ten days of 'cooling-off' period, which means you have ten days during which you can cancel the process and stay with your current energy provider.
No. You won't need to do any of that. The actual delivery of energy to your house, via the pipes and wires, is done by your energy distributer (not by your energy retailer). The distributor continues to supply the gas and electricity to your premises when you change to another energy retailer. The retailer issues your gas and electricity bills, however, they buy the energy from the distributor and resell it to you. You can't purchase gas and electricity directly from a distributor, you have to go through an energy retailer. You can be confident that your gas and electricity supply will not be interrupted when you switch retailers, because you'll continue to use the same connection to the same distributor.
The 'paperwork' is processed quite quickly, usually in less than 24 hours. However, the switchover can't happen until after your present provider has sent you your final bill, and they can't do that until a final meter reading has been taken. So, it depends on when your meter is next due to be read. It could take as long as three months.
We will sign you up with your new energy provider, and we'll also inform the current provider of your move away from them. The change to your new provider won't happen immediately, because the current provider has to do a meter reading again, one final time. and then send you a final bill. The new provider only starts charging you from the date of the meter reading. the energy distributor that feeds the energy to your house continues to be the same one as before the switch.
