Electricity Market Deregulation and Competition in Victoria

The electricity market in Australia has been undergoing a deregulation process which began in the late 1990s. The first step was the establishing of a national electricity network {{citymarketintro4}} in one state to be delivered to customers in different states.

The next step, which happened earlier in some states than others, was the dividing up of state owned monopolies into competing entities and then privatising them. In an attempt to create a greater degree of competition the market was divided into two types of entities

  • Energy Distributors
    The distributors look after the delivery of electricity to customers' premises . They own and maintain the powerlines and poles, and don't engage directly with customers.
  • Energy Retailers The retailers are the ones who sell electricity to customers and are responsible for billing. Each state has between one and three distributors, and up to 30 retailers.

The Victoria electricity market was completely deregulated on 1 July 2008 . This meant that, for the first time, customers could change to a provider that had the cheapest electricity prices.

Tips to reduce your electricity consumption to save on your bills

Here is a list of easy to implement ways for reducing your electricity consumption

  • Turn off appliances at the power point when they're not in use.
  • A cheap alternative to an electric blanket is a hot water bottle.
  • Eliminate draughts. Prevent hot or cold air getting in or out through the gaps under doors or around your windows by using door snakes and gap seal tape.
  • Put on warmer clothing, instead of turning on the heater (jumper, warm socks, beanie, booties).
  • Don't use your clothes dryer as often. Dry your clothes outside or use an indoor clothes rack.
  • Reduce air conditioning use by opening your windows in the evening let the cool air in, then closing them each morning thus keeping the hot air out.
  • Close doors of rooms that aren't in use, so that you only have to cool or heat a smaller space.
  • Prevent the hot sun from over-heating your house by closing blinds and curtains in the rooms that are exposed to the heat of direct sunlight.
  • Use less lighting through the use of as much natural light as possible and replace older lighting with LED lights.

Here are some frequently asked questions and answers about what happens once you've finished the comparison process and have made the decision to switch electricity providers.

If you change your mind it's okay because your new electricity provider provides you ten days of 'cooling-off' period, that means you have ten days to change your mind and remain with your old energy provider.
No, Absolutely not! The actual delivery of energy to your house, via the pipes and wires, is done by your energy distributer (not by your energy retailer). That distributor will continue to supply electricity to your house even after you change over to another energy retailer. It's the retailer that issues your electricity bills, but they purchase the energy at wholesale rates from the distributor, then resell it to you. You can't buy electricity directly from your distributor, you need to buy it from one of the retailers that resells their energy. You can be confident that when you switch retailers, there won't be any interruption to your electricity supply because the underlying connection to the distributor will continue to be the same as before.
All the 'paperwork' is processed very quickly, often in less than 24 hours. But the actual switchover will not go ahead until after your current provider has sent you their final bill, and they can't do that until a final meter reading has been taken. Therefore, it depends on how soon your next meter reading is. It could take as long as three months.
We'll sign you up with the new energy provider, and we inform the current provider that you're leaving them. The actual switch to your new provider won't happen immediately, though, because the current provider needs to do a meter reading one final time. then issue you their final bill. The new provider starts charging you from the date that the meter is read. the distributor that feeds the energy to your house will continue to be the same as before the switch.
